What is GPSR and what does it mean for your online store?

The General Product Safety Regulation (GPSR) is the EU framework for general product safety. For online stores, product safety is not limited to packaging or internal documentation: certain information must also be clearly and visibly presented in distance-sale offers.

Short answer

The GPSR has applied since 13 December 2024. For products offered online to EU consumers, Article 19 lists information such as manufacturer contact details, the EU responsible person when the manufacturer is established outside the Union, product identification and applicable warnings or safety information. Exact obligations also depend on the product and other EU product legislation.

Why GPSR matters to ecommerce

Under the GPSR, a product page is more than marketing. The online offer can be part of the information consumers need to buy a product safely and traceably. Missing information across many product pages can therefore become a catalogue-wide risk.

The rules are not limited to own-brand products. Depending on your role, you may be a manufacturer, importer, distributor or another economic operator. For products from outside the EU, an EU-based responsible economic operator is an important additional consideration.

  • Review real product pages, not only your legal pages.
  • Record who the manufacturer is and, where applicable, who is the responsible person in the EU.
  • Make safety information understandable for consumers in the country where the product is sold.

What Article 19 says about online offers

For distance sales, Article 19 requires the offer to clearly and visibly provide specified information. This includes the manufacturer’s name or registered trade name or mark and a postal and electronic contact address.

Where the manufacturer is not established in the Union, the offer must also show the name and postal and electronic address of the responsible person. The product must be identifiable, including by a picture, type and other product identifier, and relevant warnings or safety information must be presented as required.

Why checking ten products manually is not enough

A store with hundreds or thousands of products can combine different suppliers, brands and categories. One excellent product page says little about the rest of the catalogue.

A scanner is not a legal opinion

An external scanner can only inspect information that is publicly visible. It can report that manufacturer details or warning signals were not found, but it cannot know which technical documentation exists internally or decide every product-specific legal exception.

Use scanning as a systematic audit and prioritisation tool. For uncertainty about a specific product, operator role or sector-specific legislation, qualified legal or product-safety advice remains appropriate.

FAQ

Does GPSR apply to WooCommerce stores?

Yes. The GPSR is technology-neutral. If you offer products remotely to EU consumers through WooCommerce, the online information obligations can apply.

Is GPSR only about products imported from outside the EU?

No. GPSR covers consumer products on the EU market more broadly. A non-EU manufacturer does add the responsible-person requirement in the Union.

PPWR: packaging and PFAS

Regulation (EU) 2025/40 (PPWR) applies from 12 August 2026. PFAS concentration limits now apply to food-contact packaging. The GPSR/Product Safety Scan therefore flags relevant food and food-contact products for packaging-compliance and traceability review. Merqivio does not automatically fail a page merely because a PFAS test result is not publicly displayed.
