PPWR regulation for online shops: what changes in 2026?

The Packaging and Packaging Waste Regulation (EU) 2025/40 changes the EU framework for packaging and packaging waste. For online shops, product and shipping packaging, producer responsibility, labelling, recyclability and packaging minimisation can all be relevant. The regulation has applied on a phased basis since 12 August 2026.

What is the PPWR?

The Packaging and Packaging Waste Regulation replaces and harmonises much of the European framework for packaging and packaging waste. It covers design, materials, substances, recyclability, labelling, producer responsibility and reduction of unnecessary packaging and empty space. Not every obligation starts on the same date; several provisions have transition and implementation dates.

Why does it matter for online shops?

Online shops place physical products and shipping packaging into the supply chain. Product packaging, grouped packaging, shipping boxes, labels, claims and producer/EPR obligations may therefore apply. A product page alone cannot prove compliance: part of the evidence sits in supplier documents, physical packaging and registrations.

What happens if you do not comply?

Non-compliance can lead to supervision, corrective measures, sales restrictions or national penalties. Exact enforcement and fines vary by Member State and infringement. Incorrect environmental claims, missing registrations or wrong packaging information can also create commercial risks with marketplaces, suppliers and business customers.

What should you check now?

  • Map packaging used per product and shipping configuration.
  • Retain evidence for material composition, recyclability and relevant substance requirements.
  • Check physical labels and future digital markings against applicable transition dates.
  • Document packaging minimisation and empty space in e-commerce shipments.
  • Verify producer/EPR registration in countries where products are placed on the market.
  • Substantiate environmental and recyclability claims before publishing them.
